Timing trouble after engine swap, please help!

I've been trying to get this motor started for weeks, it's a 93' touring. When I crank the engine with my timing light attached, the timing mark on the pulley totally doesn't line up. Does anyone know what could possibly cause this to happen? I didn't even think the timing on these cars was adjustable. Any ideas will help.

There isn't anything you can adjust timing-wise. The only things that can be goofed up are the plugs to the two CAS's can be swapped - white goes on the left, grey on the right. The coil pack harness can be plugged in backwards (seen it done before!) and the plug wires themselves can be mixed up. That's pretty much it.
