Throttle body: whats this hole?

Throttle body: whats this hole?
When you remove the elbow and look in the bottom of the throttle body, there is a big hole and a little hole. the big hole is on the left and the little hole is on the right. The little hole has a diameter of about 1/2 a centimeter. What is this hole? What does it do? What is connected to? What does it controll?
I think I have a leak at this hole because mine makes a loud seeping noise. I have checked other FDs and theirs do not make this noise.

I was there helping him try to diagnose this problem earlier this evening. The hole gives a loud woosh when shutting the car off, as though it's letting pressure go from somewhere.
We removed the elbow from my FD, and when shutting the car off, there is no air being blown out of the hole. Any ideas what could be wrong with it, making the hole discharge air?
