Throttle body secondary play, is it normal?

When I open my throttle body by hand the secondary butterflies do not open fully. Does this look normal or is there an adjustment I can find.

I am going through rebuilding a throttle body for my FC and the play you came across is engineered into the linkage.

I was wondering if the secondaries will open fully by the air flow at high rpms?
I am just going to make sure that the throttle cable is adjusted for the least amount of slack.
