Testing flex circuit board on back of gauge cluster

Mine has four resistors and I'm not sure if these results are normal based on the circuit design or a failed resistor that needs to be fixed. I measured these values with the flex board separated from the cluster.

R1: 1300 Ohm marking, tested open
R2: 300 Ohm marking, tested 298 Ohm
R3: 3000 Ohm marking, tested open
R4: 5100 Ohm marking, tested 5 Ohms.

I'd be more than willing to take my measurements again with the flex board attached to the cluster.

The spare JDM cluster I have in front of me doesn't have R1, R2 and R3, the only resistor it has is R4 and it is a 5ohms marking resistor, measured 6ohms with my DMM.
