This is backwards, methinks. Unless I have misconstrued what you mean by road control and body control.

High speed is for absorbing shocks and low speed is for controlling body movement and other handling-related things.

Ideally you want fairly limp high-speed damping but stiff low-speed damping, but in reality that's pretty hard to do with hydraulic shocks, hence why good ones cost so much.
