tca screwed?

My tca wont hold pressure on the pressure side. its supposed to hold 10-15 psi right?

Yes, it should hold pressure, and it should also hold vacuum on the other side. With 20inHg on one side, and up to 15psi on the pressure side, it effectively sees 25psi net.

Used replacements are cheap and easy.

If you're bored, get a price for a new one from your local dealer.
