stuttering @ ~6500 rpms @ 3/4 throttle

Hey Guys, i'm a newbie so go easy on me. I have searched the archives for hours and haven't found this exact problem anywhere. So I finally decided to start a thread to see if any of you guys could help. Here goes:

I have a 93 touring with 35K. At WOT my car runs great. It gets 11-12psi boost all the way to redline.
At 3/4 throttle, my car stutters and won't accelerate past ~6500rpms with consistent throttle.
I have a sequential setup that boosts to ~11psi until 6500rpms where it stutters and drops to 8psi then 5 then it drops into a vacuum.
I just had my fuel pressure checked, and it is fine. My spark plugs and lead wires were just replaced as well.

My mods include:
Peter Farrell intercooler
PF cool charge intake
PFS PMS
downpipe and exhaust
silicone hoses
a peter farrell rebuilt motor, not ported

Do you think I have a mechanical problem, or tuning problem? I think it is mechanical, but I don't have any ideas where to start looking. Any help would be appreciated. Thanks.
