Unhappy Strange boost issue

Well ever since I got my car last summer I have been hunting down boost issues. The first thing I had done was to have a local rotary specialist do a simp seq to see if this would help me get past 6psi. It was hard to tell because my boost gauge was way off so I replaced it with a new one. I noticed that my second turbo is comming on but I can't see higher than 8psi. On the very rare occasion I would hit 10 on the primary but it would always end up the same. The next step I did was to replace my 2 remaining check valves with dales Viton valves hoping this was the answer. Sadley, it wasn't. Just for kicks I put a manual boost controler on the primary turbo wastgate line and made too much boost. I tried 3 different springs but could not get the boost to stay at 10. My thoughts where that I had a leak some where so I had the same shop preforme a leak down test. We didn't find any leaks. I'm getting to the end of my rope guys, should I start looking into electronic boost controlers or what now?

What exactly is your boost pattern?

First and biggest thing to check is boost leaks. You're chasing your tail until you find out for 100% that the system is air tight. Check the hoses going to the stock blow-off valves, the Y-pipe coupler, make sure all the hose clamps on the IC pipes are tight and on there good.

Do you have the pills in the lines to the wastegate?

Yes I'm sure all of the lines are air tight with no leaks. I'm also have both pills in. My boost paterns are 8ish 5 or6 on transition and 7-8 till red line.
