Unless you want to go through the trouble of fabricating a whole new shroud for an aftermarket fan (and even then you will have a very difficult time achieving the same efficiency as the stock fan/shroud setup), stick with the stock unit. Try Ray Malloy at Malloy Mazda for the fan motor, they aren't that expensive.

The stock fans are fine. Some people have talked about the '99 fans being better because I believe they have more blades but I don't know whether that is true or not.

More blades shouldnt make much of a difference and also keep in mind that the only time that the fans are even utilized is when you are stopped and no air is passing through your radiator. Its really not a very big deal.

The 1,000$ that you would spend on FAL fans could buy you a good used Pettit Coolcharge II, PFS/M2/ASP Medium IC and a used Koyo or Fluidyne with stock fans !!!!!!
