i was thinking bout doing that too. (I dont think i want the airbag anyway, tho i crashed a lot) But the machanic guy said, i need to find the right adapter (neck) for my momo, and i still can't find one, so i sold that steering wheel...

ODULA Steering hub Universal -detachable $295.95 @JTimports is one I'm leaning because it keeps the horn, can eliminate the airbag and lock the module (no more idiot light) and you can take the wheel with you or lock it in the trunk!
Currently I have one of the last Mazdaspeed hubs sold here and I'm very pleased after adding some spacers to bring the wheel closer to my hands.

I have a HKB steering wheel hub that allows me to get rid of the air bag idiot light, keep the horn, and even keep cruise control
(all real race cars need cruise control, but I thought mazdaspeeds let you keep all of these as well? ) Doesn't let me take the wheel off like the odula, but that's not a big issue for me. From what I understand the HKB model I have is a little hard to get ahold of though.As far as for passing inspection, I think it'll vary from state to state as I don't know what real laws are in the inspection book about air bags. Either call and ask or possibly just install it and keep the stock stuff around in case they say something. You won't have a hard time selling a aftermarket hub/steering wheel on the forum should you not be able to use it.

I knew what you were referring to originally. What you need to do is check your area rules/laws for inspection. Technically, it's not illegal to remove an airbag from a car that was made before airbags were required (which the US FD falls into that area). For cars after airbags were mandated, it is illegal to remove them for street use however I haven't heard of anyone "getting in trouble" about it.
The only people who might give you any grief about it would be your car insurance company as they give you benefits for having airbags.
