Unhappy Starting problem...

My car was sitting in a body shop for almost a year. They finally got around to finishing it up and I went to go try and fire her up.

The battery was dead but they had a charger that allowed me to turn it over. It wouldn't start. They had some starter spray which when sprayed into the throttle body allowed the car to start. It would run on the starter spray but as soon as you stopped spraying it it would die. The gas tank was almost empty so I went and got some fresh gas and threw it in there and tried some more no luck. Came back the next day and the engine smelled like fuel. I figured it was flooded so I pulled the plugs which were wet with fuel and replaced them with new ones. Went through the unflooding procedure during this. After which it didn't start no combustion at all. I checked the spark on the plugs and they're all firing. I have Air + Fuel but it won't start? A couple of other things the reason the car was in the shop was because of some damage to the front passenger fender. It was pushed down onto the tire which wore through some of the wires in the wiring harness. The shop says the rewired them. I'm thinking there might be something there? Lastly when the ignition is turned to on there is this clicking noise from under the upper intake manifold. I pulled off that vacuum chamber in front of it and right under the intake manifold to the left is a solenoid making the clicking noise (fast couple of times a second clicking). Based on what I can tell from the shop manual it's the turbo pre-control solenoid. When I pull the wires off of the solenoid it stops clicking. Does that solenoid have anything to do with starting the car?

That solenoid has nothing to do with starting the car, mine clicks too.. Do a spark test first and go from there.

I tested all of the plugs by pulling them out and holding them close to a ground and watching for a spark. They all showed spark. Plus like I said it was starting and running with the starter fluid. I don't remember that solenoid clicking like that though. It has been almost a year though.

fuel pump fuse/relay? are you SURE you're getting fuel and not just sucking what little there may be out of the lines?

the pump should make a noise when the car is clicked to the "on" position. It is easily heard if you remove the gas cap and listen through there. It should come on for two seconds or so.

I haven't checked for noise in the tank yet but there was a strong fuel smell from the engine. When I did the unflood procedure gas did come out of the plug holes when I turned it over and the plugs were wet. Initially when I tried to get the car to start I had to replace the EGI fuse though. It hasn't blown again after replacing it. Also when I pull the EGI fuse the turbo pre-control solenoid stops clicking. Seems kind of odd the EGI fuse controls the turbo pre-control no? I'll check for the noise of the fuel pump and I have a fuel pressure sensor hooked up with no gauge that I'm going to hook up as well to make damn sure I have good fuel pressure. Anything else it could be?
