...SOOO it wasn't the starter!

recap - voltage is good, push started the car w/no problem, so i figured it was the starter. i took it off and tested at local auto parts store. it passed the test (twice). any other ideas of what it could be?
i checked the clutch switch and it seems to be fine, not too loose or anyhting

Might be corrosion on the power line for the starter. If the cable is corroded you can still get voltage but when the starter tries to draw power it cant get enough and just sits there.

Do you get the solenoid clicking? Or get nothing at all?

Try changing the cables...
