Should my charge relief valve be open when the car is at idle??

Whether the car is running or idling. I can take the hose off the breather and blow through. And basically breath through it. Not sure how the normal operation of the valve is

Thinking of going single with my other engine and dropping it in. Seems like people are doing that and liking it!
