Should the ISC solenoid be air tight when closed?

I tested my ISC off the car, and when de-activated, it will still flow air. It opens and closes accordingly, and flows more air when open, but shouldn't it be air tight when closed?

It is a Bosch 2-wire valve. They run about ~30% open when no signal is applied.
