Should AST be Full to the top?

Whenever we check the AST, it is full to the top. I'm glad we aren't losing coolant, but should it be that full or is it an indication that coolant isn't flowing to the overflow tank?

AST is from Fighter's Garage.

Regular coolant filler has a 16# cap

Y'mean when the car's cold? I've never checked.

I filled my Fighter's AST to the top and it stays that way. After checking the AST I check the level in the fillerneck and add coolant there if needed. After that I check the coolant overflow which as roughly halfway between min. and max.
