Should all vacuum pipe be connected or covered?

Should all vacuum pipe be connected or covered?
There was one metal vacuum pipe open (no hose or cover) when I took off the surge tank assembly. Is this how it should be? I wouldn't think so. Thanks.

Mine is manual, so I guess it's OK left uncovered? Also, is that picture from a shop manual? I got a copy of a shop manual that is terrible.
