secondary turbo in 1st gear problem?

The secondary turbo kicks in around 6000-6500 rpm at first gear, and 4500 on the other gears. Isnt it supposed to kick in at 4500 in 1st gear as well? Feels kinda retarded as fast as the second turbo kicks in i have to shift to 2nd gear. Its a rx7 1999 with the 99 turbos. The car has a apexi power FC commander, HKS intake and a HKS BOV its even street ported. The car has been running fine with these mods.

Get rid of the hks air intake it's ****. Watch the mighty car mods video if you need proof. Stock or sp box only. Car runs so much better now I've gone to stock box. I have a 2000 so my air box might be better but still open intakes are **** and noticed it messed with my boost.

Check the vacuum lines on the y-pipe. Have you had it tuned and finally are you running a cat? The "door" on the y-pipe that open the 2nd turbo could be a bit clogged due to an oil buildup.
