Secondary Boost Issue

Going through many threads on the turbo system I still havent been able to come up with an asnwer to my latest problem.

I recently replaced my faulty crv, everything is good on that front. The vaccuum feed on the primary turbo intake elbow isnt connected, but this problem just started in the past couple weeks and that vaccuum feed has been off for awhile.

On to the problem. When im cruising at 30mph and I try to accelerate the car feels like it has no power. I literally have to punch it before I get response from the secondary turbo.

This is usually what happens. Ill be cruising at 30mph, I almost have to put my foot to the floor, after about 5 sec of doing nothing with no power the secondary turbo will all of a sudden kick in like a bat out of hell. I can give it plenty of gas, and itll just keep going along at 30mph like im not doing anything until I really put my foot into it.

Im stumped, anybody run into this problem before?

What are your boost readings during all this?

Before this issue boosted perfect 10-8-10. Havent done a full all out run though to test the pattern lately. The boost readings when this problem happens are this:

stomp on it crusing at 30mph - nothing happens, boost around 1-2 psi if at all, then turbo kicks in from nowhere after a couple seconds shooting to 10 psi.

Ive noticed when im cruising at 30mph (mainly where the problem occurs) my vaccuum readings are between 0inhg and 5inhg

Its got an abnormal amount of lag but im not sure if thats the right word to even describe it, and its only when the car has been driven for awhile. I took it out yesterday evening, and after about 5 mins of driving I played with it cruising at 30mph. Turbo kicks in immediately where as if I have been driving it for say 15-20min.
