Seat belts

I was reading a post in the for sale section and saw that you can get a decent amount for black seat belts. I dug them out of storage to take pics to sell them and they do not retract or move at all. They worked fine when they were removed years ago when I installed my 5pt harness but now they don't work. Is this normal for belts that are out of the car or did something seize up in the years sitting in storage? Is there anything to do to fix this? If not are they still worth anything? Thanks in advance

you have to hold the assembly upright or the belt wont come out.

what rejct said, there is a brass weight in the mechanisim that has to be just at the right angle or they don't move...
