Runs bad up to 4000rpm, FD3S

Need help with a problem (excuse he poor English)

I own a -93 RX7 FD3S wich runns bad <4000rpm

I have had the car att a "expert" for tuning and he has hooked it up to a lapptop (PFC, Datalogit), an he was able to tune it good >4000rpm and up but he couldn`t tune it <4000rpm.
His conclusion his that the ignition is poor below <4000rpm, he suggests me to check/change the "leading coil".

Is his conclusion probable?

Changing the leading coil is a good idea, and not very expensive. But it doesn't make sense - ignition problems happen at high RPM, not low RPM.

Have just been out for a test drive after changing the coil, seem so to be running better!!

Will test it som more and check the ignition mapp.
