Tighten down the IDLE set screw on the front of the throttle body to raise the RPM. Back it out to lower the RPM. The air set screw on the under side of the throttle body should be open up three and a half turns from closed. Also make sure there is no tension on the throttle cable where it attaches on the front of the UIM.
