Replaced FPR, now car won't start.

I just got done replacing my FPR and now the car will not start. Before replacing it fuel pressure was about 45psi with ignition on (car not running). So, as instructed by the factory manual I replaced the FPR. Now, fuel pressure is 38 as it should be, but the car will not start. It cranks normally and fires, but then quits. I also smell gas after I try to start it a few times. I've looked over the fuel lines with the ignition on and F/P GND jumped, and I do not see any leaks - or smell gas. The gas smell only occurs when I'm trying to start the car. It almost seems like it is flooeded.

I've taken the UIM off again and looked over everything, I didn't find anything that I forgot to hook up.

Does anyone know of a vaccum line or something else that would cause this to happen if re-installed incorrectly?

EDIT: I just found something in another thread about flooding due to leaving the F/P grounded. Would this happen even if the ignition was off? I left the paperclip in there a few hours the other day.
