i had a thought, if the legal requirement is just to keep the air pump, there have been several turbo kits that do this.
the HKS T51, the HKS T04S were both CARB legal, i mean if its legal in California, it should be legal anywhere else?
the current offering is the Set-up kit and then the turbo is separate. so one box is the turbo, and the other box (14020-AZ002) is the manifold/wg/dp and all the oil lines

Greddy used to offer a TD06 kit with the air pump, but it looks like you'd need to buy the manifold, and roll your own, or maybe they would do a special order if you asked nicely
they also offer a TD07 manifold that will work with an air pump, 10541003. TD07 is a divided T4 flange and TD06 is an open T3

The TD06 kit without the air pump is already pretty hard to work on, so the air pump version must be a nightmare.

(though the stock twins are probably just as bad…)

The TD06 kit with air pump ist very hard to get your hands on and very expensive.
@j9fd3s Germany and Cali are both pretty strict, thats true. But up untill first registration date 12/1992 a cat was enough. From 01/1993 a car needs to be below a specific amound of CO² output, which an RX-7 without air pump and stock cat cant reach. So if tuning, then 1992.

so its registration date and not the build date of the car, that is important
it still leaves you with a V1 Japanese car, or a 1993 North American model

Looks clean! I heard something around 2500$ + transportation inside the country.
Then car price + shipping + 19% taxes and then again car price + shipping + 10% customs.

However it would be a bit complicated to handle myself since i have no experience. I do have a german importer which specialised in imports from Japan, but no connections to the us.
