Relay identification (pic)

Can someone tell me what is the #4 relay for (passenger firewall)?
One of the pin on the plug (pointing by my screw driver) was taken out, the other end (white plug)has a wire colored black with yellow stripe.
The cut wire is going to relay #4.

From pages Z-40 and Z-41 (Section B-2, Coolant Fan System) of the 1994 Workshop Manual:

The relay marked "4" in your picture above is the Coolant Fan Relay No. 3. The black wire with yellow stripe is normally connected from the +12 volt supply (from the Meter fuse) to the "hot" side of the #3 fan relay coil.

Without that connection, the relay contacts will always remain open, and closure of the "Water Thermoswitch," which is connected to the return end of the #3 relay coil (blue wire with green stripe) will not power the high-speed mode of radiator fans #1 and #2 as it should.

Oh shoooot, that's why i noticed that the fan is as slow as molasses.
Why do you think the original owner took that pin out ??(where my screw driver was pointing).

There's missing pin and wire at the plug of the relay #4 only the other side which is black/yellow.

Can i re attach a wire all the way to the relay?
