Rear rotor housing retorque HELP!!!

Has anyone ever not been able to properly torque a bolt on the rear rotor housing? After following very specific instructions on the method of retorquing the rear rotor housing I am unable to hit 24-28 ft/lbws of torque on bolt #12. I have properly retorque all others in there proper sequence a little at a time. Bolt number 12 will not set off my torque wrench and I'm afraid that I will snap the bolt. It seems like an unusual amount of force that I can apply. Has this happened to anyone else? What problems will arrise if I don't torque that one bolt properly?

Lower the torque wrench on down to half that and see of it clicks. If it keeps turning it may be spripped in the front housing

I tried to back the bolt off. In fact I had the bolt so loose I could turn it by hand. I set the torque wrench to just that half. In fact it was at the lowest setting of somewhere around 14 ft/lbs. I guess I'll leave it since both the #4 and #12 bolts are torqued properly, and they are within very cole proximity to each other.
