Does the R1 lip fit the Touring bumper without modification ?

Yep,

but you also need to buy the brake ducts that will snap onto the corner bottom plastic pieces (if you want to gain the benefit of the R1 lip)

Well, I actually have an R1 but they have put a touring bumper on before I owned it.
I wonder if the brake ducts are there or not.

Thanks !

This is the same idiot who called people ricers for putting 99-spec lips on their cars

The R1 front bumper has ducts that go to the front brakes for cooling...

The R1, base, and touring bumpers are all the same. Look up the part #'s. The R1 lip replaces the base and touring lips and attaches to the bottom of the bumper. Most people don't bother buying the $140-170 brake ducts which replace the oil cooler under-trays. A real R1 will come with these. The brake duct oil cooler under-trays for the R1 also fit the base and touring. I have both on my base.

Slightly more downforce (benefit) and more drag (bad). From looking at it, it should also force more air into the oil coolers and radiator...
