questions about rebuilding engine

assuming I find a good shop and replace everything that needs replacing with new parts and better parts, i.e. new rotor housings, stronger apex seals etc...would this solve lots of common problems such as motor rumbling, oil leaks, and other stuff that people post pretty much everyday?

I am thinking about rebuilding the engine since after the last couple of track days, the car is running really weird. I've never had to rebuild engines on any of the cars I had in the past so I want to know what to expect.

I guess the point of my post is...will my engine run like a brand new factory spec engine when I do a proper rebuild?

Absolutely.

and replace everything that needs replacing with new parts and better parts
Be careful of aftermarket parts, some are not what they claim to be. Assess your goals for the motor and research the parts carefully.

the car is running really weird
This symptom does not necessarily require a rebuild.
