Question question on cooling

I jsut fuched the cooling system and was running to check levels. but the turbo side of the engine is smoking and is getting very hot. The gauge is fine and the caps are off the cooling system and the fuilds not hot. is this normal to get this hot?

the smoke could be from spilt/overflowed coolant/water burning off
