question about tensioner pulley

Hey guys, i've had my tensioner pulley off for a while and went to reinstall it and it seemed to act strange to me. Is there supposed to be something that goes behind the pulley around the stud to keep the pulley from rubbing on the power steering rack? If there is supposed to be something there I have misplaced that part...I stuck the front washer thing behing there and it worked great....thats hwta is making me think I am missing something. any help is appreciated. thanks

Yeah, there should be a top hat looking thing with a hole going through it. You can get it from mazda the part number is NA31-15-993. Hope that helps.
