Arrow ProfecB B/C tunning.

Ok guys this might be a stupid thing to ask but Iam gonna go ahead with it. I have a profeb with dp and cat back. Now the lowest setting will get me at stock setting. I kinda want 8 psi on street and 12 for racing conditions. Now I was told that it wont go any lower and that it really wont go any higher with a stock ECU. When I first got it and installed at alamo rotary, which is a compatent rotary specialist. I tried to tune it but it wouldnt go higher or lower. It just stayed at stock levels. After I got the dp my mechanic said it was working fine and that he had to adjust it lower(which I thought it was at its lowest setting already)because it would spike to 14 psi at times. Now its running 10-11 psi depending on outside temp. Did I get a bunk profecB or is it doing what its supposed to. I havent really fooled with it since the psi is where it should be with my mods. Did I waste my money?
