prob mounting RX-7 plate on 99 Spec bumper?

prob mounting RX-7 plate on 99 Spec bumper?
I just tried mounting my RX-7 Plate i bought off the forum, It's black and says Rx-7 . If you know which one i'm talkin about, have any of you guys had a prob installing this on the 99 spec bumper/ holes not lining up?
