No, not necessarily, because with the pill removed but the line still connected, the actuator is quickly getting full pressure from the primary turbo, so the actuator door stays open longer, preventing the primary turbo from getting full boost. The wastegate is still venting boost, so by the time it moves over to transition, the secondary hasn't spooled up, causing the poor transitional boost. If the hose were disconnected, then there would be zero pressure getting to the actuator and it would stay closed, causing a primary turbo boost spike.

However, spike.spiegel, if you are indeed getting a 14-5-9 boost pattern, then it does signal problems with your pre-control portion of the turbo system. You need to be sure of this however; you can't be changing test methods (possibly unknowingly lifting the throttle when you see the primary boost spike, causing the poor transition) which would give varying patterns.

The easiest way to check the actuator would be to pressurize the pre-control line while watching the actuator rod. Be sure the nipples off the primary turbo housing leading to the precontrol and wastegate aren't cracked.

"If boost pressure is way above 10 psi, (i.e. spiking at >14 psi) then the tube between the Primary Turbo Compressor and the Turbo Pre-Control Actuator has popped off. Do NOT simply plug the popped off hose back on as it will pop off again. always use a new small hose clamp or a nylon zip-tie / ty-wrap for these hoses. "

So make sure that compressor nipple isn't loose or broken, and the hose isn't leaking or loose.
