primary turbo boost issue

trying to diagnose a boost issue with my fd, any help would be appreciated. so the peak boost on my primary turbo is seeing around 7 psi, secondary is fine. i checked a number of things; precontrol actuator rod adjustment, pills, solenoids, couplers.

i began to think it was the precontrol and wastegate solenoids so i ordered a new set and went to install them tonight. before installing i rechecked the old duty solenoids by energizing them and sucking with a vacuum hose. both solenoids opened up and let air through. both read around 34 ohms across the terminals. i wouldve tossed the new one in but dont want to rip open the packaging and commit to a $170 part when it may possibly not be the verdict.

are my solenoids operating properly? is there any other tests i can perform to verify? i took a run around the neighborhood with the solenoids bypassed and the boost registered right where it should be, which is what through me for a loop.

anyone have any ideas; could it possibly be completely unrelated? what else could i check? thanks in advance for any help!

I had a problem only.getting 7psi, had a couple vacuum lines not hooked up. They were the ones under the uim to the wastegate. Would check for leaks, how long has it done this? And was it boosting fine previously?

which ones under the uim to the wastegate? its done this since ive had the wastegate ported, vacuum lines redone, chra's rebuilt, exhaust leak @ manifold repaired over the winter. it booste fine before.

It was the green(I) and peach?(J) ones on this diagram for me. Was a really easy fix just took off the vacuum chamber and they were accessible.
