Primary boost issues...I think the charge control solenoid

99spec turbos. Profect B. Set at 10psi for low boost 14 for high. PFC.

I just got done doing highway pulls and I get a great 10 dip 10 on low. 14 dip 14 on high. (my boost gauge reads in kg/cm2 so it's hard to read the dip).

However the car just feels sluggish at low RPMs.

When I do the primary turbo troubleshooting here:

on step 4. When I go WOT at neutral I only 1.8 psi (.13 kg/cm2). According to the troubleshooting site I should be getting 4psi.

I went to the primary turbo charger diagnosis section.

I plan to check for leaks but doubt that would be it as it wouldn't give me the normal boost pattern. It could be the charge control solenoid or a bad check valve to the vacuum chamber correct?

When I've had leaks it's been audible.

Check all the lines to/from the charge control solenoid and charge control actuator. Look for loose lines everywhere else too.
