Power Windows work..without fuse?

So my power windows work, albeit very slowly, and I was checking my fuses in the engine bay, and noticed there is a fuse next to the 15A ABS and 20A Tel that says "Power Wind".

Well I opened the box and there is no fuse in that spot, but the windows work. Is there something else that this is for?

Nope, that is the only circuit path for the power windows on a (stock) FD.

The schematic below is from the Body Electrical Troubleshooting Manual for a 1994 RX-7, showing the 30 ampere "Power Wind" fuse.

Perhaps there is some sort of alarm system that also can control the windows providing power to the switch?
