Possible vacuum issue?

I replaced all vacuum hoses and I should be getting full boost. The boost readings is 0.6-0.8-0.6 which is actually overboosting a bit My question is, at around 3krpm when it's starting to build boost, I hear a whinny/whistling noise. It sounds like a boost leak yet I don't think I am leaking boost. Any idea?

it does boost sooner than 3k rpm and I am pretty sure the boost pattern is close to being correct on my car it's just that it's overboosting.

so, when the turbo builds boost I hear whistling noise yet I do get and hold max boost...what to look for?
