which is positive or neg on the cigarette lighter outlet

there is a outer ring terminal and a mid point terminal

anyone know which is pos or neg

i don't have a dmm handy right now so i have to resort to you guys

the mid point is POS the outter shell is NEG .just look the outter shell touches the sheet metal dash a is grounded does that help
