Pop up headlights with no battery

Is there a way to get the headlights up when the car has no battery, like a manual way to pop them up?

I believe there's a dial underneath a small rubber grommet/cover that you can turn to manually pop them up. It will take a LOT of turns to get it fully raised but it works from what I remember.

Yes, behind them is a tube protrusion that has a rubber cap on the end of it. Underneath that you will see a red turn ****, just turn the red **** and they will manually go up and down.
