Unhappy plugs fuel fouled now!

Still having the same problem, only now it won't start! Pulled trailing plugs and found them seriously fuel fouled. Installed new plugs after "blowing" out rotors. It tried to start but would not. I've got decent compression (around 115lbs), obviously have fuel (way to much in my opinion), and also have good spark on all 4 plugs. Exhaust is not restricted, nor is the intake system. One more thing all fuel injectors OHM out at about 13.7, which according to the manual is where they are supposed to be. I'm at a loss cuz this thing should run! HELP!!!!!!!

Will 850cc injectors run in the primary position with 850s in the 2ndary location? I bought new 850s for that purpose and I'm waiting on some 1600s for the 2ndary. While I'm waiting, couldI run the 850s in the first position just to remedy this problem? I have a PFC, which I think I can change the duties on the injectors??? HELP!!!
