pitch black plugs

Most of you know I have had a terrible time running very rich and also having some terrible missing at idle and on decel. I pulled out my rear rotor trailing plug and it is pitch black...what is the best way to determine if a plug is fouled beyond cleaning? BTW, these plugs are NGK burq9 and have 60 miles on them

i have an example of my plugs.. not sure if it's fouled but are your plugs as black as mine ?
