Passenger headlight dim = broken fan relays??

Can anyone tell me why my passenger side headlight light is super dim, the motor is also either not popping up or is off-sync with the switch.

I looked under the hood, and noticed that the wiring harness was all wrapped together with the fan relays. Now I'm having trouble with my fans not coming on. With lack of power going to this side, do you think this would cause my problems with fan + dim light? Battery is at full charge

Kinda late. but i thought id finish this thread for the forums sake of others searching for answers.
Its a bad ground guys. Make sure both ground strips are grounded correctly
