Unhappy parking brake issues

i searched and searched but i must have been doing it wrong or something because i cant find a solution. sorry in advance if there is a thread already.

anyways

so my ebrake is not worth a damn. i've tightened the cable all the way on the handle but it is still loose. so i checked all the cables under the car to see if they were stretched or broken. they are fine. so then i checked my caliper. the tabs that hold the cable seem to be in the wrong position. like it needs to be rotated 90* to the rear so that when the cable pulls on it it can actually move. this would also tighten the cable. does anyone know how to turn the part that sticks up so that the cable holder is in the right position? im having a hell of a time. or does anyone have pics of their rear brakes from the top so i know if this is even the prob.
