The car is a 93 Touring in black. It has 85000 miles on the body and just under 4000 miles on the mods. It needs a paint job due to scratches but there are no dents or anything. It does have a salvage title but never sustained any frame damage so the car is straight. I have never priced a salvage title car before so I dont know. Could I get $13600 for it?
Pettit racing Built with new housings; street port;dowel

You should be able to get that amount for all the mods you have, the only thing I see that might not get you that price is that it is salvaged title...
Forgot to mention I used to work in sales at a car dealership and evertime we get a car with the salvaged title the price we give them is substancially low for trade in....

A clean title and if it had perfect paint job it could go between $18,000 to $20,000

The $18-$20k range is bandied about a lot here but the reality is that it is primarily very clean cars with 30k chassis miles or less that sell in this range. Have a look through the classifieds - you will see that even single turbo cars with $20k+ worth of mods have trouble selling in the high teens if they have high miles.
Fairly clean non salvage FDs seems to sell for $12-$14k with miles similar to your car. With the need for a repaint ($3-$5k) and the salvage title, paying more than $10k would not be sensible. You may get lucky and find a not too knowledgeable buyer on Autotrader or the like so it might be worth listing a higher price and seeing what happens.
I would also pull what mods you can off and sell them separately. Buying a set of used stock twins and selling the Haltec and single turbo could net you several grand. Modifications on a car add next to nothing to its value.

While the salvage title is going to hurt you, other factors to consider when pricing a vehicle include location and season. A vehicles market value can vary significantly by region. And sports cars tend to sell easier during the summer months.
Test the market and see what kind of interest you get. Then go from there.

No one should know better than you
You've been trying to sell a car that's 10 times what this one is for 18 or 19k.
With that said be happy if you get over 12k. I'll give you 10 and part it IF the engine is good
