Oil smoke questions (help needed, please).

HI everyone. I am still trying to troubleshoot the blue smoke problem I have when I start the car.
The smoke starts about 30/40 seconds after start, goes on for 1 to 2 minutes, depending on how up on the dipstick the oil is, then it stops.
I drive, I cannot see smoke while I do this.
The amount of oil being used, however, seems to be high, as I can drive for as little as 20 Kms and notice a drop on the dipstick. This happens even if I don't push the car (not that I've done that really after I noticed the smoke).
I had changed the oil from regular to synth. I changed it back to regular. I think it is the turbos, but this came to me practically from one day to the next, without any noticeable changes on behaviour in the car.
I have a loose dipstick and I have fixed that. I have noticed that before the oil change, the filler neck top and threads were extremely dry, while now, after two changes, it seems to have an oil film on itself.
I have read it might be the pcv valve.
Could you please tell me if I can block off the lines from the filler neck to test?
My second question is, are the lines those two that stick out the side, both hooked up to a sort of "branch-off", very close to each other, or are there other lines I have to worry about?
I have read quite a few threads, I believe those are the lines, I just need some confirmation.
Please give me a hand.

I had the same problem. I replaced the PCV and all of the check valves. Problem is gone.
