Oil filler neck quick question
The nipple allows any pressure built up in oil to be vented. If you block it off it'll end up blowing out your dipstick or something else causing a oily mess. The line runs from the neck to the plastic primary turbo inlet. Just keep it.

are u running a single turbo?
you gotta vent the crankcase or your turbo return line will not drain efficiently. the turbos will then leak and blow smoke out the exhaust. u cannot cap the line, why would u want to anyway?

It won't cause any damage. However, if you have any oil creep up the oil filler neck, it will make a nasty mess in your engine bay.
Possibly. The easiest way to test is to take the oil cap off, and then start the car. If you don't have the same smoke, then it's a crankcase ventilation issue.
