Oil filler neck goo

I was putting some oil in my car yesterday when i noticed a build up of thick white goo around the neck of the oil filler neck. So like any curious person i dabbed some on my finger and took a big sniff, lol. It had a very strong gasolene smell and a not so oily consistency. Any clue why the hell this is here?

also quick stupid question? (i would search but im out of town on a VERY slow and CRAPPY internet connection so please humor me)... Do we have a transmission dipstick... if so where?

From what I have read...it's normal. I had it myself.

Since I switched to synthetic I don't think I have had that develop since.
