Oh yee lords of the wankel, why is my fuel pressure so high?

Alright, for the last few weeks my car has been running like poo. It started as a stutter and evolved into constant bogging/fouling/flooding. I checked everything ignition wise except the igniter. Checked the MAP sensor. When I checked my fuel pressure with the car not running it was like 48psi when it should have been 36-38 psi. Once I got the car unflooded I tested it at idle and it was 39 psi when it should have been 28-32 psi. The manual says that if it's high then the fuel pressure regulator needs to be replaced. Is that my problem? What else could it be? If it is my FPR what kind should I replace it with?

It could be the regulator or a pinched return line. I'd check the return line first. Perhaps the metal line got crushed under the car, or one of the rubber hoses in the engine bay got pinched.

What lines are we talking about here? Is it the purge control? If not, how many hoses need I look at, and where are they? Thanks
