Not the Normal boost problem

OK first I'm familiar with most of the boost problems that the seq system deals out. Up to this point I've lucked out and had no problems, but I guess the evil Seq demons spare no soul. Any way My Primary spools slow and when set to .9 on the PFC never gets there only .7 (10 lbs) or so no matter how high I set the duty cycle. My secondary also set to .9 gets there some times but some times only goes to .83 and sits there.

sorry forgot the vac line job was been done about a year ago. I pulled the uim and checked for loose hoses no such luck. The symtoms don't match the normal run of the mill stuff. Also there are no boost leaks I have all hard pipes and I check all the connectors. The CRV sounds like it's only open right before transtion 4k-4.5k then goes quiet again so I don't thinks it's that, But with a open intake and exhaust I could miss some thing.
