Non-seq slow boost...leaky BOV? Normal?

So I fixed the problem with the high idle, thanks people, whoever contributed.

Now, this is my first ride in a non-seq car, so I am not sure if this is normal. I hit 13psi right around 5000 RPM. All the while its reaching that 13 psi, I can hear the BOV (stock) leaking air, like a shhhhhhhhhhh sound, and it never stops doing it. It holds 13 psi al the way to redline, but I think its a tad bit slow to reach it. I know that making non-seq should make it slowe to reach a certain boost level, but that slow?

I was under the impression that it should only start leaking preassure only after it has reached its set limit, or very well after letting go of the gas. Also, shouldn't the wastgate be in charge of controlling boost? If so, then the shhhhh sound is normal? It kind of sounds too loud for an internal WG, lik I said, I am 100% sure its the BOV.

I have full 3" exhaust, no cats. Greddy intake, Greddy stock mount IC, Greddy ProfecB boost controller. The exhaust manifold is ceramic coated, so are the intake manifolds, if that makes any difference.

Ahhh, the intake system does not have the holes plugged, as where the some pipes used to be connected.to.
