Check the map sensor hose and do a comp check. -10 in. at 400rpm isn't that bad -might be something else.

my TII would pull 10-11inches with a chipped apex seal every time i blew it, idling at 400-500rpms

It's not blown.

Spark plugs were fouled to high hell.

Found out I've got a nasty vacuum leak, is all.

Drove it home just fine, just didn't boost.

Gonna go through it tomorow.

It was pulling 13-15 vacuum and idling well at 700-800. Just the vacuum leak causing it to be funkeh.

i thought they were brand new spark plugs?

where was the vacuum leak? a vacuum leak isnt going to make die all the time and not idle, its a speed density system

It's not like "hitting a brick wall" or anything that extreme, it's more like nodding your head foward. The car loses boost, but will regain it, and continue to rev, usually to redline without hick-uping again.

I have it running 9psi right now as I've said, and it runs beautifully, but again, IF I were to turn it up to where I get 10psi in my 2nd, 3rd, etc gears, then it has done this "hesitation" at higher revs, usually 5.5k or around 6.5k.
This sounds familiar. I used to get a strange loss of power in the upper RPMs when I autocross, but I realized that it happened more when I ran with less than 1/4 tank of gas.

As it turns out, my fuel system was maxed out (thanks to the previous owner).

Sometimes I would hit 99% duty on my injectors, and if I hit a corner hard enough w/o a full tank of gas, it would completely starve my engine. Thankfully, I never got any of the popcorn noise or loss of power associated with breaking apex seals, but needless to say, my car isn't touching the road until I fix the problem.

This month I'm upgrading to a 4x850cc config, Walbro pump, aftermarket FPR, silicone, industrial solenoids, ... among other things.

If staying on a full tank seems to make the problem go away, something inline to your fuel system might be going bad to cause a loss in fuel delivery (e.g. bad pump, clogged filter and/or injectors, etc).

Just a guess
